Hoover's death from what appear to be natural causes sends ripples through the United States government. In the midst of it all is CIA Director Wesley Carter - the de facto leader of the surviving 8MEN and the man who orchestrated Hoover's assassination - fighting to uphold his cabal's founding principles in the face of the sexual revolution, widespread substance abuse, and the war in Vietnam.
This coming storm of sociopolitical upheaval isn't unique to America, however. The 8MEN and their associates soon find themselves caught up in petty tugs-of-war across the globe.
