Haircuts can be very distressing to children's eyes. Some are more sensorial than others. The trick to cutting kids' hair is to do it quickly and distract them with something like cartoons. Maybe offering a reward after the haircut too. You'll be surprised by the progress after offering something so simple as a lollipop. They don't want to be the center of attention.
