The intense search begins to find who is exacting vengeance on the Coon Rapids Police Department with such devastating consequences. How can the officers protect themselves from an enemy that has determined their guilt for crimes they didn't commit? As various department officers experience the extreme punishment assigned by the killer, they must identify why they are being targeted by the vengeful killer.

The FBI and the BCA join the manhunt in a state-wide search for the killer. As the hunt intensifies, there is a failure to protect themselves from the killer's unusual method of inflicting harm. Paralyzing fear stalks the agents as they try unsuccessfully to outwit the prolific serial killer and bring him to justice.
