War is devastation and destruction. But war also contributes to modernizing a region, state or country. Actual war and the post-war experience forces the advancement of necessary improvements in social life, industry, technology, and other areas to counter the threat of war's destruction. World War 2 in the 1940s and its influence in the American Southwest is an example of this phenomenon. The American Southwest surged ahead in massive and profound advancements in four years in what otherwise would have taken decades.
