In early 1998, the Ministry of Health of Cambodia and WHO’s Regional Office for the Western Pacific conducted a preliminary assessment on the HIV/AIDS situation in Cambodia and the possibility of implementing the 100% condom use program. This booklet is a guide on how the 100% condom use program can be expanded nation-wide once it has been piloted in one or more demonstration sites in a country.
