This dissertation proposes a neo-endogenous development alternative for rural properties of up to 100 hectares in the municipality of Sao Borja - RS. The region analyzed covers a total area estimated at almost 6,000 hectares, in which 248 properties were sampled and diagnosed. The theoretical and empirical framework used is based on elements inherent to exogenous development, endogenous development and neoendogenous development, especially with regard to the main factors conditioning rural development; and on data and information obtained from surveys carried out on the municipality's 330-year history, on the socio-productive profile of small and medium-sized rural properties and on the human and social capacity for local development. Methodologically, exploratory, qualitative and quantitative research was used, including a wide range of technical procedures: bibliographical and documentary research, surveys, case studies, content and citation analysis and descriptive statistics. SPHINX software was used for tabulation and analysis.
