The object of this dissertation is to analyse the conceptions of civil police officers regarding the relationship between individual rights and guarantees and civil police practice in its relationship with society. In it, interviews were gathered with civil police officers from the city of Marilia, investigators from the so-called 'front line' of the local police, respectively from GARRA (Armed Group for Repression of Robberies and Assaults) and Dise (Narcotics Investigation Police Station), officers from the police practice improvement course at IV DEINTER (Sao Paulo Judicial Police Department - Interior) Bauru, and teachers from the police training and refresher course at the Sao Paulo State Civil Police Academy. We also researched works of law and social sciences that deal with the theme of individual rights and others related to the history of the civil police institution. During the course of the research, the aim was to identify and analyse in the discourse of the police officers, data that significantly makes up their mentality and directs their actions in the role of maintaining order, preventing and repressing crimes.
