During the last decade, intelligent transportation systems have been widely studied looking for contributions to different types of problems, being one of the most outstanding the efficient and effective management of urban roads. These contributions have been given through the implementation of different advanced computing techniques such as: neural networks, genetic algorithms, multi-objective solutions, application of heuristic models, linear regressions, among others, reaching reliable and adequate results for the studied problems. In this sense, one of the biggest problems faced by city administrators in recent years is that, within certain roads, the regulatory systems and traffic controllers do not operate effectively because they are obsolete to the challenges of this new technological era, because the dynamics of the environment of a road is observed not as an aspect of movement but in relation to how the conditions of the road are changing as time progresses.
