Lulzim Tafa s-a n_scut la 2 februarie 1970, in Lipian, aproape de Prishtina (Republica Kosova). Apar_ine genera_iei poe_ilor anilor 90 din cea mai grea perioad_ pentru poporul albanez din Kosova, care fusese amenin_at cu exterminare datorit_ nebuniilor r_zboaielor din Balcani. Scoala elementar_ si liceul la Lipian, iar studiile de drept si cele ale magistraturii le-a absolvit la Facultatea Juridic_ in cadrul Universit__ii din Prishtina. Intre timp la Universitatea Public_ din Saraieva, a sus_inut teza de doctorat devenind doctor in stiin_e juridice. Concomitent cu c_r_ile stiin_ifice, este autor si a numeroase altor publica_ii din domeniul literaturii.
