JS Bliokh - comes from a family of Polish Jews, the largest Russian banker, co-owner of the railways, one of the founders of the struggle for peace in Europe, supported the development of Zionism. It is considered the author of a significant number of large summarizing research covering the global side of government. For example, the fundamental work of future war and its economic consequences in 7 volumes, published in the main European languages. There is significant doubt that JS Bliokh independently produced a series of huge voluminous scientific works. So, in the memoirs of the first Prime Minister of Russia Sergei Witte says, not without reason, that the plan was only Bliokh book and wrote her a team of specialists at his request. In a biographical article on Bliokh it says that in writing his book about the war officers involved all the major European armies, including the Russian General Staff officers.
