Political institutions seem to be under big pressure by the so called general public - at least they are shifting their priorities to ecological charged topics, which are at the same time topics with global coverage. Still there is a strong bias on political decisions as regulative centre of society. This present work doesn’t claim to find any solution to ecological problems. Instead it pictures an attempt of analysing ecological problems as environmental relation of society in general and the consequential communication in particular contexts by referring to Niklas Luhmann’s Theory of Social Systems. This offers a different perspective on the dynamics of issue-based communication. Therefore the ecological topic seems to be appropriate, since it involves many sub-systems of society.
