Air Force Operational Test and Training Infrastructure: Barriers to Full Implementation

Senior leaders on the Joint Staff are becoming increasingly concerned about the ability of the readiness assessment system to determine whether individuals and aircrews have developed the right skills to perform their missions in stressful, complex environments.
