To persevere in contested, degraded, and operationally limited environments, the U.S. Air Force is exploring a variety of alternative force deployment and employment concepts under an umbrella initiative called adaptive basing (AB). Fundamentally, AB is about the ability to avoid or survive missile attacks and keep operating in theater despite them. In this report, RAND researchers describe the competencies that can enable AB.
