neighborhood (formally U.S. Census Tracts);

  1. The impact on the electricity cost burden by neighborhood if the Clean Power Plan (CPP) is implemented,

and consumers do not change their behavior;

  1. The impact on the electricity cost burden by neighborhood if the CPP is implemented and consumers

economize on their consumption based on the estimated short-term behavioral responses; and

  1. The impact on the electricity burden by neighborhood if the CPP is implemented and consumers economize

on their consumption based on the estimated long-term behavioral responses.
