Detective Inspector Tobias Thackery, who is based in London, has organised his family into a spy network in an effort to track down his wayward sister, who may or may not be associated with anarchists. Kitty infiltrates this plan, her spirit of adventure curbed by polite society. Although the risks are more and more personal than she anticipated, she starts to relish them as part of her quest for fulfilment.
