Moving to Melbourne after a youth of small-time crime, James quickly finds himself heading up his own criminal operation; the Locust Gang. Scourge of the city, the gang executes a series of robberies that bring them notoriety - and unwelcome attention from bent cops, callous drug dealers and violent pimps who control the city's vice.

But James soon finds a higher calling; he wants to rid the city of vile heroin trade that has decimated a generation of kids and taken the lives of people close to him.

As he careers through the criminal underworld, meeting its villains and its victims, James will stop at nothing when it comes to delivering vengeance.
