The political, economic and military elites of the world have combined their resources and initiated the Third World War in order to cull the population in preparation for establishing a global technocracy. The story begins shortly after the war is complete, and the survivors are still experiencing the effects of the nuclear winter. The elite, who have weathered the war in an underground city, and in an assortment of smaller bunkers, are preparing to emerge with the intent to reassert their authority and set up a technocratic rule of the world. The events are viewed from the perspective of both members of the elite and people who identify with the ordinary citizens - both children and adults.
