What would have happened if Iraq did have weapons of mass destruction?
In January 1992, Saddam Hussein began his extermination of the Marsh Arabs, through the use of chemical weapons. However, by 1995 he feels vulnerable with his arsenal of weapons identified and destroyed, and so he seeks to acquire them covertly elsewhere. Overtures to the Russian government are officially rejected, but are ultimately facilitated through the Russian Mafia syndicate led by Oleg Sergeyvitch Lupov and his deputy, Peter Smith.
With an invasion by the West seeming increasingly likely, Saddam Hussein decides to remove the anthrax from the country and keep it safe for future retrieval and use. Both UK and Pakistan agencies become aware of the plan to move the anthrax with the British wanting to neutralise the product and maintain regional stability and the Pakistanis wanting the anthrax for themselves.
Seeing how events are unravelling, Smith plans to double cross the Iraqis and sell the anthrax on the black market to another rogue nation. However, in the mayhem following the outbreak of war in the Gulf, Smith loses contact with the ship carrying the anthrax.
After the war, with Saddam Hussein and his regime finished, there are those who know about the missing anthrax and are determined to retrieve and profit from it. Smith makes an uncomfortable deal with a ruthless Triad leader with a view to selling the product to the North Koreans. This sets him on a collision course that will eventually play out in the back streets of Hong Kong and the South China Sea.
