Andrew Oxley is a Chinese-speaking, kongfu-fighting young American college student, who is trying to decide what to do with his life. On the day of his graduation, he is approached by Howard Harrison, the director of a mysterious think tank, with an unusual job offer: go to China and uncover evidence that the Chinese government has been creating weather disasters in America, in an attempt to wage economic warfare.

After another weather disaster strikes, Andrew is compelled to accept the mission. But after arriving in overcrowded, smoggy Beijing, his plan quickly begins to unravel. He struggles to pose as a convincing English teacher, and gets entangled in a dangerous love affair with the mistress of a powerful Chinese oil company executive. Soon he finds himself on the run, and his continuing investigation through Beijing and the surrounding countryside begins to turn up more questions than answers. Eventually, Andrew discovers that what he thought was a conspiracy to control the weather is in fact larger and more complex than he’d ever imagined. As powerful forces close in on him, the clock is ticking for Andrew to get vital information, and himself, out of China.
