The Starke series’ fourth novel finds two nations facing a Caribbean war that could flame across Europe. A desperate Spain proclaims autonomy, sets up a new island government, and tries to negotiate with insurrectos while continuing military operations that have become a violent stalemate where either side might prevail but neither win. Clara Barton is asked to bring her Red Cross to save lives and the battleship Maine enters Havana unannounced to promote national interests and serve as safe haven. While American ships deliver relief supplies, a severely wounded Calypso endures shipyard repairs in Newport News under her executive officer. Starke is allowed to retain command but sent to Havana where Consul-General Lee must deal with an activist press, nationalist riots, confusing direction, and an increasingly hostile city.
