A story that describes an effort to put into use equipment that has been removed from active use by the Department of Defense. By doing so within the newly formed Original Association of Retired Sailors (OARS). The goal of OARS is to respond to disasters using a new method. The use of ships to deliver manpower, supplies, and equipment. As these efforts show the ability to improve disaster response, OARS grows and gains support, additional members, ships, facilities, and donations. How big or strong will OARS activity become is continually the number-one question.
