There has been another one-the rape and brutal killing of a young woman here on North Carolina’s Outer Banks. Lawmen are convinced this second crime is the work of a serial rapist, mostly because the scenes are left eerily the same. The latest victim was known to crime writer Harrison Weaver. This draws Harrison compellingly into the investigation.
