Well Begun but Not Yet Done: Progress and Emerging Challenges for Poverty Reduction in Vietnam takes a fresh look at the lives of poor men, women, and children in contemporary Vietnam, and it explores the constraints and opportunities they face in rising out of poverty. It aims to do three things. First, it describes revisions to Vietnam’s long-standing poverty monitoring system-including better data, updated welfare aggregates, and new poverty lines - to bring these more in line with current economic and social conditions. Second, it revisits the stylised facts about deprivation and poverty in Vietnam, and develops an updated profile and diagnostic of poverty using new information from the 2010 Vietnam Household Living Standards Survey and from qualitative field studies. Third, it aims to forge a consensus around the key challenges for reducing extreme poverty and promoting shared prosperity over the next decade, including changing regional patterns of poverty and wealth, high and persistent poverty among ethnic minorities, rising vulnerability, and growing inequality in outcomes and opportunities. This book will be of interest to development practitioners, policy makers, researchers, and academics working on poverty reduction and social policy, both globally and in Vietnam.
