Frank Bland, a government research analyst, is serving on a federal panel to evaluate proposals for a national survey of immigrant families. The Society to Save Our Borders, an anti-immigration lobbying group, wants a particular firm to win the contract. That firm’s proposal is unacceptable to Frank and he is subjected to political and personal assaults. The White House weighs in. Events turn nastier when the panel’s chair is murdered in his office.
