Fra il maggio e il giugno 1971 il governo italiano decise di inviare 15 mafiosi al confino nell'isola di Filicudi, e di inviare truppe a sostegno dell'operazione per vincere la resistenza degli isolani. Il maresciallo Aragona si trova in mezzo a questi fatti, senza la consueta autorita: ma riuscira a venire a capo della situazione e ad arrestare un pericoloso delinquente che ne aveva approfittato.
