In questo testo l'autore affronta il molto discusso passaggio dell'Italia dalla Monarchia alla Repubblica a seguito del referendum del 2 giugno 1946, e per la prima volta viene dimostrato che esso non fu affatto svolto in conformita della legge, ponendo in crisi di legittimita le basi della Repubblica Italiana. Con la stessa logica del diritto e della ricerca scientifica, egli fa cadere dalle fonti di legittimita anche il plebiscito del 1866 nel lombardo-veneto. In questo contesto diviene giustificato un veloce sguardo alla storia del popolo veneto.
