The U.S.S. Stethem, a destroyer, is attacked without warning in the Persian Gulf. Sunk by torpedoes with significant loss of life, the obvious scenario is that the culprit is an Iranian submarine. But that's not the truth. Captain Murray Wilson of the U.S.S. Michigan is flown to the Pentagon to meet with the Secretary of the Navy. There, Wilson learns that the broad hints about an Iranian submarine is just a cover story. One of the United States' own fully automated unmanned underwater vehicles (UUV) has apparently gone rogue, its programming corrupted in some way. Wilson is charged with hunting it down and taking it out before the virus that seems to have infected its operating system can spread to the rest of the fleet. But what Wilson isn't told is that this is another cover story.

Lonnie Mixell, a former Navy SEAL, now assassin for hire, is hired to kill five men, and, if possible, obscure the connections between the murders, the last being the SEAL who ended Mixell's career.

As Wilson discovers that his mission to destroy the UUV is actually designed to cover up dangerous acts of corruption, even treason, Harrison finds out that that an assassin, his former friend, is targeting key people in an effort to protect the same treasonous forces.
