Primary among the concerns of Compact administrators, probation and parole agency administrators, and field-level probation and parole managers who were surveyed for this report are the following: rule violations - described as rampant; slowness of Compact case processing and response; and under utilization of communications and other technology. Respondents to the survey recommend closer enforcement of existing laws, an automated case tracking system, and education of judges, prosecutors, and district attorneys.
