Detective Meyers, an NYPD veteran, is investigating the murders of twenty black youths in Hunts Point. Meyers is having a tough time solving the case. The mayor knows that he has a serial killer on his hands in Hunts Point, and the police department is doing a poor job trying to solve the case. The mayor calls in a favor with the senator, and they send in Special Agent Fred Soleos, who is teamed up with Detective Meyers to investigate the murders. During their investigation, Fred suspects that his partner, Detective Meyers, is the serial killer. Fred arrests Meyers and turns him over to the NYPD. The captain arrives on the scene and informs his officers to take Meyers away. Meyers is never brought to the police station, but instead he is let go. Meyers has to solve these murders before he is captured by Fred Soleos, but he is experiencing blackouts that he cannot explain. Meyers is having blackouts and dreams of the murders as they are taking place. Meyers begins to suspect that the blackouts and the dreams are a way of telling himself that he is the murderer.
