Officer Eric Savage watched two bales of marijuana float onto the shore of Muskeget Island. Finally, he thought, he had some real police work to do. However, to his surprise, his chief told him to forget about it. Savage did not, and his investigation led him to a complex conspiracy, which led to the death of his best friends, two Massachusetts State Troopers.
