During the 1970s, the Citizen Band Radio craze swept across the nation. The Midwest bristled with antennas as most drivers installed CB rigs in their personal vehicles and many also operated base stations from their homes. Martinsburg, Ohio, population 58,253, and Larchmont, West Virginia, population 7,268, are two small towns separated by less than a mile - the width of the Ohio River. In early March, 1978 the airwaves fairly crackled in the area. Ted Mitchell, convicted of rape and murder, had escaped from the local jail and the citizenry is terrified that they or their wives and daughters might be his next victims. Sergeant Sam Lyons of the Martinsburg PD makes it his personal quest to find the escapee and return him to custody. Even he is surprised by what his investigation uncovers.
