He was a man on the move and already there was talk about him agoing the whole way.a He was looked at as having all the necessary talents, connections, and political savvy to become the youngest police chief in the history of the Franklin Police Department. The rumors of the chiefas retirement fueled this speculation for sure, but it was clear the brass already had huddled and it was Merriwetheras name that was passed about more than any other. Little did he know that a young teenager, a drugged-out and homicidal whacker, was about to test him and the entire police department to the absolute limit, and little did he know that the entire city would be thrown into a panic by the actions of this young killer. It came with such swiftness and brutality that even Jugs was caught off-guard, and being caught off-guard was something he didnat like at all. The brass, as usual, would duck and cover, and he would quickly become the point man, the fall guy. He would be the guy with the target on his back and his entire career would hang in the balance.
