- Framed and applied to four assertions wherein the foresaid purpose is contained being: It is necessary to reform the churches of England, their ministry and ceremonies; for the space of 200 years after Christ, the visible churches using government were not Diocesan churches, but ordinary congregations; scriptures of the New Testaments do contain and set forth an ordinary form of church government used then; and, the ordinary form of church government set forth in the New Testament should necessarily be kept by us, it is not changeable by men and therefore is only lawful.
