If that wasn't enough, the Third Power War is under way, pitting villains against one another for control of Earth's cities as heroes desperately battle to stop them. Annie and Bianca sign on with the Triad as support auxiliaries, keeping Extras safe while the major-league supers do the heavy fighting.

Now, Annie's busy growing her skills and gathering new Costumes to keep up with her enemies. But an unsolvable murder shakes the balance of power between heroes and villains to its core. Chaos and destruction reign in Tokyexico City, and the number of civilians in danger keeps rising faster than Annie can save them. Soon, she'll have to ask herself what she wants out of superhero work, who her enemies are, and whether APPEAL might be right about superheroes and the system after all . . .
