Recent actions and public comments by the Department of Homeland Security have demonstrated weakness of policy and enforcement, and have pointed to a continuing need for clarity of missions and operating concepts. Pete Smith, from the original DHS-OPM Senior Review Advisory Committee, stated: In their monograph on Homeland Security Operations and Change, Al Small and Elizabeth Downey offer a systematic, structured approach to dealing with the massive DHS reorganization. … the Downey & Small approach … provides a systematic framework for identifying the components of change and for clarifying the decisions that will be made … . This framework has the potential for strengthening and speeding the change process, as well as improving communications among those responsible for the change. The graphic Model DHS-HRMS-Version 2.0 remains useful, and so is being republished in this reformatted Third Edition with additional references.
