Assuring Peace in a Changing World: Critical Choices for the West’s Strategic and Arms Control Policies

Has the pace of change in the Soviet Union and Eastern Europe outstripped the ability of the US and its allies to present coherent strategic and arms control policies? Has the process of ratifying arms control agreements itself become an obstacle to further change?
