Minorities and the Labor Market: Twenty Years of Misguided Policy

The authors examine various efforts made since the mid-1960s to address the problems of structural unemployment, from the Manpower Development and Training Act of the early 1960s through the Reagan Administration’s Job Training Partnership Act; they also look at specific employment problems currently confronting blacks.
