Beyond the Nuclear Shadow: A Phased Approach for Improving Nuclear Safety and U.S.-Russian Relations

Although U.S.-Russian relations and nuclear postures have improved, the risk of accidental and unauthorized use of nuclear weapons remains a serious problem, exacerbated by Russia’s economic problems. This report presents a phased approach of concrete immediate, near-term, and medium-term steps for improving both nuclear safety and U.S.-Russian relations, which it argues are inextricably linked and need to be addressed together.
