This text argues for change in the system of the United Nations, seeing a series of political and military innovations as necessary in developing a UN peace and security system. The authors make specific recommendations for the Security Council, the Military Staff Committee, the Secretary General and the Secretariat in the areas of operational elements, regional security arrangements and financial resources.
