Poverty and crime have reached crisis levels across the United States. Police brutality triggers protests, sparking riots that spawn even more violence. America is on the verge of full-blown race and class warfare.

Enter Operation Fresh Start, the brainchild of five men backed by very rich, very powerful individuals operating from the shadows.

The plan is simple and straightforward, and its aim is to curb-if not solve-the twin demons of poverty and crime: anyone between the ages of fifteen and forty will receive $15,000…provided they’re willing to undergo voluntary sterilization.

Tyler Marshall IV, a brilliant attorney with a drinking problem and money issues, is tapped to head the operation. It’s a great opportunity for him to both alleviate his need for cash and thumb his nose at a disapproving father.

But not everyone shares Marshall’s enthusiasm for Operation Fresh Start-including his law firm’s devoutly Catholic office manager and a powerful, sinister preacher. As intrigue and political posturing give way to suicide and murder, Marshall has to wonder if he’s made the right choice.
