Over 90% of New York City’s water is supplied by 19 reservoirs in the Catskill Mountains . The city uses over 1.4 billion gallons each day, and the reservoirs are completely unguarded and vulnerable. When terrorists threaten to attack the water using various methods of toxin or blowing up key components of the system, brothers Parker and Tyler Rose form a citizens patrol called the WaterForce Angels to protect and safeguard the system. Their father is a DEP patrolman who is conflicted between helping his sons and fighting vigilantism. Local and national politics confuse the situation. Various methods of attack are unsuccessful. The boys learn that the terrorists are part of a new international jihadist organization. The volunteers have very little support from the Department of Environmental Protection until the action shifts from the mountain reservoirs to the final battle in the labyrinth of tunnels and aqueducts below Manhattan.
