Many of these frustrations are a direct result of the inability to communicate effectively with one another in a regulatory or enforcement context. This book is a repository of information facilitating greater consistency in the use of regulatory language - it does not provide a definitive definition of every regulatory word, term, or concept. This book is designed to clarify or narrow issues so that regulators can communicate more effectively and efficiently - as in some instances, simply clarifying or narrowing an issue may be all that is required to enable a more contextualised conversation to take place.
