The basic idea of the book is that the level of democracy of a state must be the one decided by its constitution(s). In conditions in which we accept as the only possible democracy is that liberal and the fact that the safest way to build it is the written constitution, are created the conditions of evaluation by the possibility of comparing the constitutional provisions with the precepts and rules of the liberal democracy. Thus, both quantitative assessments (the level of democracy, the amplitude of the rule of law, etc.) and qualitative ones can be made (the degree of risk of democracy). Also, the trends of these indicators can be established between two constitutional laws. Finally, it can be established and a global rating of democracy.
