Governments are major buyers of goods and services and often discriminate against foreign companies when allocating contracts. This discrimination has led to the inclusion of rules of the game for procurement in trade agreements and internationally-agreed good practices. This book examines how international norms for government procurement are reflected in purchasing practices at the national level and whether there is convergence in policies and approaches across countries. The approach taken in in the volume is interdisciplinary.
