A Wage Differential Approach to Managing Special and Incentive Pay

Special and incentive pays allow the Department of Defense to address personnel fluctuations, differences between external and military pay, servicemember retention, and variations in external employment opportunities. The authors review such pays and the potential for converting some into a wage differential, finding pays with an incentive to select a longer obligation more cost-effective and potentially more beneficial than a wage differential.
