MoCRA was the first major update since 1938 to the portions of the Food, Drug and Cosmetic Act that address cosmetics. It improves the safety of cosmetics and grants the FDA additional authority over the cosmetics offered for sale in the United States. The changes from MoCRA affect any person or business that makes and/or sells cosmetics. That's cosmetics of any kind, not just "make-up" but also lotions, creams, lip balm, sugar scrubs, salt scrubs, bath bombs and fizzies, and even soap (if it's a cosmetic). Not all parts of MoCRA will affect every cosmetic maker; some parts will only apply based on annual revenue and the type of products made or sold. As of this writing, many of the detailed guidances and regulations are yet to be issued, and the parts of MoCRA will go into effect at different times.
