A Criticism of Montagu-Chelmsford proposals of Indian Constitutional Reform by Madan Mohan Malaviya first published in 1918. A few days after the publication of the Montagu-Chelmsford proposals for constitutional re?form, when some people of extreme views were urging their total rejection, the following from the Hon'ble Pandit Madan Mohan Malaviya was published in the Leader: " So far as the proposals go, they constitute a large and liberal measure of reform, which we should be grateful for. But they do not go far enough to meet the requirements of the country. Wholesale condemnation is out of the question. We have to suggest modifications and expansion giving reasons therefor." The following note, which recently appeared in many leading Indian papers, is an elaboration of this opinion. In conformity with that opinion, the Hon'ble Pandit has suggested important modifications in and an expansion of the proposals, giving reasons for them. There has been a great demand for the Note. It is hence issued in this form.
