Chinese leader Chiang Kai-Shek vacillates between allowing the Germans, with their vast military knowledge, to cross over to the Japanese, or forcing them to remain in China.

In Berlin, SS henchman Reinhard Heydrich unleashes a plan to wreak havoc in China while simultaneously undermining his rival, spymaster Admiral Canaris of the Abwehr. General von Falkenhausen, Chiang's trusted German advisor, is caught between his loyalty and friendship with the Generalissimo and the Nazis threatening him to return. In Wuhan, Chinese spymaster Dai Li races to uncover an assassination plot against his benefactor Chiang before it's too late.
