The Irish police owe the French Gendarme a favour. When Gendarme Capitaine Trouvenon requests an Irish policewoman with, amongst other qualifications, big boobs and an ability to shoot, for an undercover job at the Cannes film festival, they select Madeline Curtis (Maddie), a detective sergeant who speaks fluent French and who meets their criteria.
Maddie, a single mother, is just back from maternity leave and reluctantly takes the assignment. She also decides to take her baby to France (without permission).
Don Gatos, an Italian Mafia chief, has gone into film production and has made his paramour, young beautiful Lollie, the star of his movie. The movie has been selected for the Cannes Film Festival and he wishes to attend as the film producer. Don Gatos does a deal with the French police to enable him to attend at Cannes.
Brayden is the chief of an Irish crime cartel based in Spain. He is in business with Don Gatos.
To coincide with the film festival, Brayden and Don Gatos set a meeting with a Balkan crime cartel in Cannes. Ostensibly the meeting is to discuss a peace agreement. The Balkan crime cartel has been growing more powerful and they want to assassinate Don Gatos as part of a move to increase their reach in Europe. They send a team to Cannes.
There is concern that the Balkan cartel may kidnap Lollie to pressurise Don Gatos. The French police assign Maddie to protect Lollie. She is required to work undercover as an actress.
Brayden asks Paddy, an Irish assassin, to use his skills to protect Don Gatos.
Howlett, consiglieri to Brayden, suspects that Brayden may be plotting a double cross so as to align with the Balkan cartel. But he has been left out of the loop and now fears for his own safety.
There is romance in the air. Paddy has fallen for Kate, a receptionist on Brayden's yacht, the Blue Boat.
Alex, the male star in the movie falls for Maddie. Maddie is drawn to the handsome Capitaine Trouvenon.
The main action takes place against the background of the red carpet at the Cannes film festival.
