The legal document that is binding in any democratic society, but subjected to judicial interpretations in advanced democracies, follow by strict adherence to what the judiciary interpreted is what I term as Constitutionalism. This research work is carried out as a double-case study on political emoluments seeks to follow the principles of comparative Analysis, by embracing the similarities and the differences of the variables that are latent and manifest in federalism (even as we compare the constitutional provisions of political emoluments of the United States of America versus the Nigeria's experience, and as the shortfalls leaves the both economies guilty in its implementations in order to salvage her economies from the fiscal woes of the 21st century). Most importantly, knowledge is power, and the right application of fiscal knowledge is wealth, and this research is put forth to prove this fact if implemented.
